static blocks not showing and I can't access footer and mega menu

Hi there, I have been asked to work on this website and I can’t find the static blocks in which the documentation states can alter the footer and perhaps mega menu? I have updated to the latest WP Bakery and updated the theme but it still isn’t showing

Awesome that seems to have worked for the footer. Now I believe the secondary menu which contains Road Accidents, Wordplace accidents and public accidents uses blocks as well is this part of the theme or is this custom code? Can you work out how to activate it again and where you can edit it?
