Please activate WPBakery Page Builder for Static Blocks post type

I’ve tried all the suggestions  checking the user role is correct I’ve tried un-checking save and re-checking the box and  I keep getting Please activate WPBakery Page Builder for Static Blocks post type at the top of the Static Blocks page.  Editing the footer just shows code on the page.   This seems to have occurred after fixing the Kaswara issue as per the post to remove and re-install the add-on.

Hi Alex, do you mean recreate the text box blocks? Is there a way to re-install the footer static block?
